Introduction
In order to spearhead the development of the MSC and form the environment that
the MSC intended, seven primary areas for multimedia applications have been
identified. These multimedia applications are called Flagship Application
because they are the literal fore-runners of MSC. Between December 1996 and
June 1997, these Flagship Applications have been formed from concrete proposals
by joint government-private sector teams. Since July 1997, these proposals have
come into being or is currently under development.
Two distinct categories form the Flagship Applications:

"Multimedia Environment" Flagship Applications
Multimedia Development
These projects aim to use multimedia technologies to transform core elements of
Malaysia's technology infrastructure and social systems. Having goals that
reach far beyond the borders of the
MSC
, each application will provide companies, local and international,
opportunities to work with the Malaysian Government to create an innovative
multimedia solution in a unique environment.
Multimedia Environment
These projects are designed to recognise the specifis needs of emerging
businesses and value-added service companies. It will provide opportunities for
Malaysian and international companies to operate in an environment of close
co-operation with leaders in the multimedia industry, research and academic
institutions, and customers. It takes full advantage of what the
MSC
has to offer and thus, creating a unique environment and infrastructure.
Electronic Government
The Electronic Government was launched with the aspiration to employ
multimedia technologies to re-invent the way the government operates. Electonic
Government seeks to improve the quality, convenience, accessibility and quality
of interactions with citizens and businesses, on both internal and external
services to the people of Malaysia. The vision of the Electronic Government is
to see the people in government, business and citizenry working together for
the benefit of all Malaysians. In order to achieve the concept of Electronic
Government, two objectives have been identified which is to

In implementing the concept of Electronic Government, five pilot applications
have been prioritised. The "Concept Requests for Proposals" (CRFPs) describes
the requirements for each of these pilot applications. The five pilot
applications are:

Licensing & Related Vehicle Services and Utility Payment.

Electronic Procurement.

Prime Minister's Office - Generic Office Environment.

Human Resource Management Information System.

Project Monitoring System.
Multi-Purpose Card
This application aims to develop a single and common platform for a
Multi-Purpose Card (MPC). By having an MPC, both the Government and businesses
save time and effort and eliminates duplication of investment. The MPC is to be
a card with an embedded microchip which will have the capability to perform a
wide range of functions from identification to ATM withdrawals to file
management. The vision for the MPC is to ease Malaysians performing routine
transactions with the Government and private companies. The implementation of
the MPC will bring benefits not only to the people of Malaysia but to the
Government and private companies as well. There are two pilot applications for
the MPC which are:

Chip Application.

Access Key Applications.
Smart Schools
As Malaysia enters into the world of Information Age, there is a growing need
for technologically-literate, thinking workforce which is able to perform in a
global environment and use Information Technology to improve productivity.
MSC's Smart School is the answer to this need. Smart Schools will not only
introduce information technology but will use it to better deliver education in
a more efficient way. Five goals are identified. Two of these are targeted to
the individual.

To encourage all-round development of the individual.

To provide opportunities for development of special strengths and abilities.
Three pilot applications for Smart Schools are:

Teaching Learning Materials.

Management System.
Telemedicine
The Telemedicine aims to keep people in the "wellness" paradigm. Through
advancing technology, availability of health information and virtual health
services are delivered efficiently to the people. The healthcare vision is to
see Malaysia as a nation of healthy individuals, families and communities and
enhancing the qualities of all Malaysians. On telemedicine, the vision is to go
beyond traditional modes using technology to provide greater access of high
quality healthcare to all Malaysians.
Four pilot applications will spearhead this project:

Mass Customised/Personalised Health Information and Education.

Lifetime Health Plan.
R&D Clusters
In recent years, information and multimedia technology has advanced at a
tremendous rate and have affected the way people live and work. In order to
harness the full extent of the technology available, MSC have invested into
research and development not only to provide Malaysia with this privilege but
also to the rest of the world. MSC aims to integrate already functioning
research and development centers to create a unique environment and promote the
next-generation multimedia technologies. The vision is to create the first
internationally-focused R&D cluster in Asia.
Three core elements of the R&D Cluster Flagship will help achieve this vision:

Worldwide Manufacturing Webs
By pursuing the use of multimedia and information technology, the Worldwide
Manufacturing Web (WMW) aims to provide a conducive environment for high-value
manufacturing activities. The vision of WMW is to provide an optimal
environment for manufacturing and service companies using multimedia
technology. To encourage the development of WMW, six areas of support services
are used to provide a link between companies and operation centers.
These six areas are:

Logistics and Distribution Support.
Borderless Marketing
In this fast-paced and fast-shrinking world, there is a need to overcome
traditional and natural boundaries. The Borderless Marketing Falgship
Application is developed for businesses to serve their customers better across
time zones and distance. Through the use of Information Technology, the
traditional boundaries of time, space and form will be eliminated. The vision
for Borderless Marketing is to create an environment in the MSC for companies
to reach to their customers effectively.
Four key focus areas will be concentrated on for development. They are:
